Job summary

Chattanooga Area Regional Transportation Authority is seeking an HR Specialist to manage recruitment, onboarding, benefits, and HRIS tasks. The role reports to the Director of Human Resources and is based on-site at CARTA Headquarters in Chattanooga, TN.

The position supports compliance, training, and employee relations across the employee lifecycle. Ideal candidates hold a Bachelor's in HR/Business with 3+ years in HR, including recruitment and generalist responsibilities, plus familiarity with

Qualifications

• Bachelor’s degree in HR, Business Admin, or related field.
• 3+ years HR recruitment experience at all levels.
• 3+ years HR generalist or specialist experience.
• Working knowledge of HR disciplines and employment laws.
• Experience with HRIS databases (NetSuite, UKG) preferred.
• Union experience is highly preferred.

Responsibilities

• Review and document compliance with mandatory and non-mandatory training, continuing education, and work assessments.
• Recruit, interview, and facilitate hiring of qualified applicants for open positions; collaborate with managers to define skills and competencies.
• Conduct background checks and employee eligibility verifications.
• Facilitate new hire orientation, employee recognition programs and exit interviews.
• Perform routine tasks to administer compensation, benefits, and leave; handle disciplinary matters and investigations.
• Oversee employment-related inquiries and refer complex matters to appropriate staff.
• Attend disciplinary meetings, terminations, and investigations.
• Assist Director in researching and drafting HR policies and procedures.
• Maintain compliance with federal, state, and local employment laws and regulations.
• Maintain knowledge of trends and best practices in HR and employment law.
