Job summary

Riverside Transit Agency is seeking a Human Resources Specialist to oversee full-cycle recruitment, onboarding, benefits, and employee relations. The role may require occasional Hemet travel and works primarily from Riverside, CA; position is non-bargaining and Exempt, AT-WILL.

You will partner with hiring managers, screen applications, coordinate assessments and interviews, prepare offers, and assist with new hire onboarding and background checks while maintaining confidentiality and compliance.

Qualifications

• Bachelor’s degree in HR or related field; 3–5 years of professional HR recruiting experience.
• Experience with recruitment/selection and onboarding processes.
• Knowledge of benefits administration, leave administration, and employee relations.
• Ability to interpret policies and government regulations and communicate clearly.

Responsibilities

• Partner with hiring managers to develop recruitment and selection plans.
• Screen applications, coordinate assessments, and participate in interviews.
• Create and present job offers to selected candidates; plan onboarding.
• Coordinate onboarding meetings and ensure background checks are completed.
• Represent the Agency at events and respond to applicant inquiries; maintain communication.
