Job summary

FullBloom is seeking a Lead HR Operations & Compliance Coordinator to unify onboarding, LOA, data integrity, and compliance across the HR team. You will oversee day-to-day execution of HR processes and drive improvements in UKG and iCIMS workflows.

Based in the United States with remote work options, you’ll report to the HR Operations Director and support cross-functional partners such as Payroll, Benefits, and Legal to ensure a compliant and efficient employee experience.

Qualifications

  • Bachelor’s degree in HR, Business Administration, or related field.
  • 5+ years of progressive HR experience with at least 2 years in a lead, coordinator, or specialist capacity.
  • Prior experience overseeing HR operations, onboarding, or LOA in education or healthcare sectors preferred.

Responsibilities

  • Coordinate day-to-day activities of HR team across onboarding, leave management, HRIS data entry, and compliance support.
  • Assign and monitor workload distribution based on ticket volume and deadlines.
  • Act as escalation point for complex inquiries, process deviations, and system errors.
  • Foster cross-training and documentation sharing to enable role flexibility.
  • Oversee end-to-end employee lifecycle, including hires, transfers, rehires, and terminations in UKG and iCIMS.
  • Review and approve data transactions for quality and compliance.
  • Ensure onboarding/offboarding protocols meet audit readiness and state-specific requirements.
  • Support LOA administration, including FMLA/ADA compliance and coordination with Payroll/Benefits.
  • Audit UKG workflows, system interoperability, and lead data integrity audits.
  • Develop analytics on onboarding loads, LOA trends, and ticket metrics.

Overview
Position Summary

The Lead HR Operations & Compliance Coordinator serves as the central liaison and functional lead across the HR Coordinator, Specialist, and Onboarding functions to ensure operational alignment, compliance integrity, and consistent employee experience. This role is responsible for overseeing day-to-day execution of HR processes related to onboarding, leave administration, data accuracy, document management, and system workflows. The lead will drive process improvements, standardize documentation, provide cross-training support, and act as the escalation point for complex cases, thereby ensuring efficient and compliant service delivery across all HR operations.

Responsibilities
Core Responsibilities
  1. Functional Oversight and Coordination
    • Coordinate day-to-day activities of HR team members across onboarding, leave management, HRIS data entry, and compliance support functions.
    • Assign and monitor workload distribution based on ticket volume, project deadlines, and operational needs.
    • Act as the escalation point for complex inquiries, process deviations, and system errors.
    • Foster cross-training and documentation sharing to enable role flexibility across the HR operations team.
  2. Employee Lifecycle Operations
    • Oversee full employee lifecycle operations, including new hires, transfers, rehires, and terminations, ensuring accuracy in UKG and iCIMS systems.
    • Review and approve data transactions for quality and compliance before final processing.
    • Ensure onboarding and offboarding protocols meet audit readiness and state-specific compliance requirements for educational settings.
  3. Leave of Absence (LOA) Administration
    • Support and coordinate the administration of FMLA, ADA, and other statutory and personal leaves across the enterprise.
    • Ensure consistent documentation practices and partner with vendors, Payroll, and Benefits to align on processing timelines and reporting accuracy.
    • Monitor SLA timelines and develop tracking dashboards to support compliance and service improvement initiatives.
  4. HRIS and Workflow Optimization
    • Serve as subject matter expert on UKG workflows including demographic updates, onboarding templates, task routing, and employee self-service support.
    • Audit and enhance system workflows, proactively identifying errors and process delays to improve turnaround time.
    • Lead quarterly data integrity audits and coordinate reconciliation processes across systems.
  5. Compliance and Documentation Management
    • Oversee internal audits of background checks, I-9s, licensure verification, and document reclassification across all divisions.
    • Maintain ownership of compliance dashboards and readiness documentation for internal and external audits.
    • Ensure HR document retention schedules and digital filing practices are consistently followed across the team.
  6. Reporting, Analysis, and Project Leadership
    • Develop and deliver regular analytics on onboarding loads, LOA trends, and ticket resolution metrics.
    • Partner with HR leadership on compensation benchmarking, surge hiring coordination, and compliance refresh projects.
    • Contribute to internal documentation such as job aids, FAQs, and knowledge base updates.
Qualifications
Education & Experience
  • Bachelor’s degree in HR, Business Administration, or related field.
  • 5+ years of progressive HR experience with at least 2 years in a lead, coordinator, or specialist capacity.
  • Prior experience overseeing HR operations, onboarding, or LOA in education or healthcare sectors preferred.
Technical Skills
  • Advanced knowledge of UKG (UltiPro) HCM platform.
  • Familiarity with iCIMS or other applicant tracking systems.
  • Strong MS Excel skills (pivot tables, data modeling) and proficiency in Microsoft Office Suite.
