The Air Force Civilian Service (AFCS) is looking for a full-time civilian Human Resources Program Analyst (Classification/Recruitment & Placement), GG-0301-13, located at the Special Actions Division (SA-SA), Lackland AFB, San Antonio, TX.

Salary Range: $108,000 – 122,000

Relocation and recruitment incentives may be available based on eligibility.

This position is a Defense Civilian Intelligence Personnel System (DCIPS) position aligned under authorities of Section 1601, Chapter 83 of Title 10, United States Code and DoD Instruction 1400.25-V2007.

Depending on the type of position you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.

This position can close at any time.

In this position, you will serve as an expert senior management consultant and advisor to agency business/product line senior support officials regarding concerns and issues relative to position classification and recruitment and placement. Provides face-to-face assistance and applies innovative HR approaches in support of business/product line and support objectives. HR (Sensitive Activities): Counsel on sensitive HR ops supporting strategic/tactical missions & risk mitigation. Evaluate feasibility, legality, costs, and risks to protect equities.

  • US citizenship is required
  • Ability to obtain/maintain a Top Secret/SCI Clearance
  • This is a designated drug testing position
  • The employee must possess detailed and accurate knowledge of sensitive security programs and procedures.
  • Broad knowledge of the DAF organization roles, missions, and capabilities of US Special Operations Forces, in particular the DAF Sensitive Activities Enterprise.
  • Extensive knowledge of and skill in applying a wide range of position classification and position management principles, concepts, practices, and techniques to evaluate contentious and complex organizational structures covering a large number of positions, advise senior executives, and address highly complex classification and position management issues.
  • Knowledge of military command structure, missions, programs, and organizational relationships plus a thorough knowledge of quantitative and qualitative methods and techniques to develop staffing standards covering complex reduction program functions.
  • Thorough knowledge of and ability to apply laws, executive orders, regulations, policies, and concepts pertaining to alignment/classification, position management, staffing, recruitment, and/or HR programs to render accurate advisory services.
  • The incumbent must be able to analyze information and data, assess progress of programs, projects, and processes; identify areas needing emphasis; summarize organizational status succinctly to leadership; and provide guidance and leadership in implementing effective methods to resolve problems and correct deficiencies.
  • The position is in a fast-paced, high-stress staff environment that supports the Administrative Assistant to the Secretary of the Air Force, the Director, Department of the Air Force Sensitive Activities Office, and a variety of staff elements within Headquarters USAF and the Air Force Personnel Center. Individual will face daily urgent requests from general officers and senior executives for papers, briefings, and evaluations, typically concerning politically sensitive or National Security related issues.

Desired Experience: Senior management consultant, advisor, business, product line, support, senior position classification expertise, recruitment and placement, face-to-face assistance, innovative HR approaches, deep HR systems knowledge, objectives. Skilled in analyzing data, tracking programs, summarizing status, and resolving issues. Expert in managing unforeseen changes, human resources operations, and leading process improvements.
