Job summary

The Illinois Comptroller seeks an experienced Employee Services Manager (PSA Option 1) within the Human Resources Division. This role oversees payroll, timekeeping, benefits, and personnel transactions while ensuring compliance with personnel code, CMS rules, and collective bargaining agreements.

The position also leads the development of data dashboards and reporting tools to support informed decision-making and improve operational efficiency in a public sector context.

Qualifications

• Requires a four-year college degree in business, public administration, human resources, or related field.
• Prefers five years supervising HR operations (benefits, payroll, timekeeping) and compliance with laws.
• Prefers three years of experience designing, developing, and using interactive dashboards (Power BI).

Responsibilities

• Plans, organizes, and directs Benefits, Timekeeping, Payroll, and Personnel Transactions operations.
• Develops dashboards and reports to support HR operations and decision-making.
• Interprets union contracts, personnel rules, and collective bargaining agreements; supports labor relations.
• Acts as a full-line supervisor.
• Performs other duties as required within scope.
