Job summary

The Department of Commerce and Economic Opportunity (DCEO) seeks a strategic Employee Services Manager to oversee payroll, timekeeping, benefits, and personnel transactions, ensuring compliance with applicable codes and agreements. The role focuses on developing dashboards and reporting to improve efficiency while aligning with the agency’s mission.

This public-sector leadership position requires strong HR expertise, data-driven insight, and supervisory experience to enhance workforce operations

Qualifications

Requires completion of four (4) years of college with courses in business, public administration, human resources, personnel administration, organizational management, or related fields.
Prefers five (5) years of professional work experience supervising and managing multiple HR operational units and ensuring compliance with federal and state regulations.
Prefers two (2) years of experience designing and utilizing interactive dashboards using Power BI to integrate data from multiple sources.

Responsibilities

Plains, organizes, and directs the operations of Benefits, Timekeeping, Payroll, and Personnel Transactions.
Develops, implements, and maintains reports, dashboards, and data visualization tools to support HR operations.
Serves as a member of the Labor Relations Advisory Team and provides interpretation of contracts, rules, and policies.
Serves as a full-line supervisor.
Performs other duties as required within the scope of duties enumerated.
