Job summary

The City of Durham is seeking an experienced HR leader to transform operations and service delivery. The Assistant Department Director will oversee HR technology, HR service delivery, and HR data analytics, guiding a multi-divisional team across 2,800 employees in 26 departments.

Reporting to the Chief Human Resources Officer, this role blends strategy with hands-on operations, building scalable processes, improving accountability, and delivering data-informed workforce insights to support

Qualifications

• Bachelor's degree in human resources, public administration, organizational development, business administration, or related field.
• At least nine (9) years of progressively responsible human resources experience.
• At least five (5) years of supervisory/management experience.
• Experience in HR technology, service delivery, or data analytics is highly valued.
• Experience leading HR transformations or ERP implementations is preferred.

Responsibilities

• Oversee HR technology, information systems, and system optimization.
• Lead HR service delivery and frontline operations across City departments.
• Direct HR data, analytics, reporting, and workforce information efforts.
• Provide strategic direction and management oversight across HR divisions.
• Supervise managers and staff; develop leaders and build scalable processes.
