Job summary

The City of Durham's Human Resources Department seeks an Assistant Department Director for Total Rewards to lead compensation, classification, and employee benefits for about 2,800 staff across 26 departments. You will supervise 6–8 professionals and align total rewards with fiscal policy and regulatory requirements.

You will partner with Budget Management, Finance, and department leadership to design data-driven programs, manage budgets, open enrollment, and compliance with ACA, COBRA, FMLA,

Qualifications

• Bachelor's degree in HR, public admin, business, finance, or related field
• 9+ years HR experience across multiple related functions
• 5+ years of supervisory/management experience
• Strong knowledge of compensation, benefits, and classification
• Experience with Oracle HCM Cloud or similar HRIS/ERP

Responsibilities

• Provide strategic leadership of Benefits and Compensation & Classification functions.
• Oversee division budgets, vendor contracts, and RFP processes.
• Present to City Council and participate in cross-functional committees.
• Ensure compliance with ACA, COBRA, FMLA, HIPAA, FLSA, ERISA, IRS.
• Collaborate with HRIS to maintain accurate data in Oracle HCM Cloud.
