Job summary

SHINE Management is hiring an HR & Office Manager to oversee recruiting, onboarding, benefits, HR compliance, payroll data, and office administration for our Ashburn-based team.

The role serves as the first HR contact, coordinating with payroll, field staffing, and leadership on hiring strategy and policies while ensuring office operations run smoothly and compliantly.

Qualifications

  • 3+ years of experience in HR, office management, or administrative leadership; construction or field-services industry experience strongly preferred.
  • Working knowledge of HR compliance, employment law, and benefits administration.
  • Experience with full-cycle recruiting, particularly for field/trade positions, is a plus.
  • Familiarity with certified payroll, prevailing wage, or public-project HR/compliance requirements is a plus.
  • Strong organizational skills with the ability to manage HR, office administration, and light finance-support tasks simultaneously.
  • Proficiency with Microsoft Office (Excel, Word, Outlook) and HRIS/payroll systems.
  • High degree of discretion and professionalism in handling confidential employee and company information.
  • Strong written and verbal communication skills.
  • PHR/SHRM-CP certification a plus, but not required.

Responsibilities

  • Manage full-cycle recruiting and hiring for field and office positions, including job postings, screening, interview coordination, and offer letters.
  • Lead new hire onboarding, including paperwork, orientation, policy review, and coordination of equipment/tool/vehicle issuance with Operations and Fleet & Facilities.
  • Maintain accurate, compliant employee records, including personnel files, certifications, and required licensing documentation.
  • Administer employee benefits programs, including enrollment, plan renewals, and day-to-day employee questions.
  • Support payroll processing by maintaining accurate employee data, timekeeping records, and PTO tracking in coordination with the Controller.
  • Serve as the primary point of contact for employee relations issues, escalating serious matters to the VP/ownership as needed.
  • Maintain and update employee handbook, HR policies, and job descriptions to reflect current practices and applicable employment law.
  • Ensure compliance with federal, state, and local employment regulations, including required labor law postings and reporting.
  • Track and manage required employee certifications and training renewals in coordination with field leadership.
  • Support workers' compensation claims administration and coordinate with insurance providers as needed.
  • Office management: manage day-to-day operations of the corporate office, supplies, equipment, and admin support.
  • Coordinate office vendors and service providers to keep the office running smoothly.
  • Support scheduling, meeting coordination, and travel arrangements for company leadership.
  • Assist with company events, meetings, and internal communications.
  • Support document management and filing for corporate records, contracts, and insurance/licensing documentation.
  • Assist the Controller and VP with basic administrative support related to billing, expense tracking, and vendor invoicing.

Company Overview

SHINE Management is seeking a HR & Office Managerfor our customer who’s a wireless infrastructure construction company specializing in Distributed Antenna Systems (DAS), fiber optic installation, and public safety Emergency Responder Communication Enhancement Systems (ERCES). The customer delivers in-building wireless solutions for commercial, healthcare, data center, and public infrastructure clients, managing projects from bid through closeout with a focus on schedule discipline, code compliance, and field execution quality.



Position Summary

The HR & Office Manager runs the people and administrative operations that keep the customer functioning day to day recruiting and onboarding field and office staff, administering benefits and employee records, maintaining HR compliance, and managing the corporate office. This role is the first point of contact for employees on HR matters and works closely with the Controller on payroll-related data, with the Operations Manager on field staffing needs, and with the VP on hiring strategy and workplace policy. The HR & Office Manager also keeps the office itself running smoothly, from vendor and supply management to scheduling and general administrative support.



Key Responsibilities

Human Resources



  • Manage full-cycle recruiting and hiring for field and office positions, including job postings, screening, interview coordination, and offer letters.
