Job summary

West Texas Counseling & Guidance (WTCG) in San Angelo, TX, is seeking a Human Resources Manager to lead the HR team and oversee recruitment, onboarding, benefits, compliance, performance management, and HR systems across the organization.

You will partner with leadership to develop policies, ensure legal compliance, maintain confidential records, and support a supportive, inclusive workplace culture while managing day-to-day HR operations.

Qualifications

• Bachelor’s degree in Human Resources, Business Administration, Management, or related field.
• 3+ years of HR experience with recruitment, onboarding, benefits, compliance and HR systems.

Responsibilities

• Manage recruitment and hiring process including postings, screening, interviews and offers.
• Coordinate onboarding and orientation; support recognition, engagement and retention initiatives.
• Administer benefits, PTO, leaves, and HR programs/processes.
• Provide guidance on HR policies, performance expectations and employee relations.
• Oversee disciplinary actions, performance improvement plans and investigations.
• Maintain confidential employee records and HR documentation.
• Develop, review and update HR policies and procedures for compliance.
