Job summary

STS is seeking an experienced Human Resources Manager to own the HR function end‑to‑end. You will report directly to the CEO, drive recruiting, onboarding, compensation, benefits, and compliance, and automate processes for a contracted federal workforce.

You will operate in a remote/hybrid setup with occasional in‑office work in Washington, DC, and lead programs to improve retention and performance. This hands‑on role requires strong leadership and a track record of delivering measurable

Qualifications

• Five or more years of progressive HR experience, including direct ownership of recruiting and day‑to‑day HR operations.
• Demonstrated full‑cycle recruiting in a technical or professional services environment.
• Hands‑on experience administering employee benefits, including open enrollment and leave.
• Experience supporting a federal government contractor.
• AI‑native working habits. You use AI tools in your daily work, not occasionally.
• Bachelor's degree in Human Resources, Business Administration, Management, or a related field.

Responsibilities

• Recruiting and Talent — run full-cycle recruiting for corporate, contract, proposal, and apprenticeship roles; build pipelines; own candidate experience; report time‑to‑fill and pipeline health.
• HR Operations — manage onboarding, changes, offboarding, records, HRIS data integrity; support managers on employee relations, performance conversations, and corrective action; automate repetitive parts.
• Benefits — administer benefits end to end; Open Enrollment; HIPAA obligations; provide timely employee answers.
• Compliance — maintain compliance with federal and multi‑state employment law; support HUBZone compliance, reporting, audits, and registrations; align to ISO 9001 and CMMI Level 3.
• Culture — champion STS values; run engagement and events; support learning and apprenticeship programs; bring people signals to leadership.
