Pacific Recycling, Inc. is seeking an experienced, hands-on Human Resources Manager to independently lead and manage all HR and payroll functions for our organization.

As a department of one, you will be the primary HR resource for employees, supervisors, and leadership across multiple locations, handling the full employee lifecycle: recruiting, onboarding, employee relations, performance management, investigations, benefits, leave administration, compliance, policy development, and offboarding.

Qualifications

• Minimum of 5 years in progressive HR roles with broad generalist duties.
• Hands-on payroll processing and timekeeping experience.
• Experience in employee relations, investigations, recruiting, benefits, and performance management.
• Strong knowledge of federal and state employment laws and HR compliance.

Responsibilities

• Lead HR operations and payroll across multiple locations.
• Develop and administer policies and employee handbook.
• Oversee full-cycle recruiting and onboarding.
• Coach managers on performance management and investigations.
• Ensure compliance with wage, hour, and leave laws.
• Coordinate benefits and open enrollment.
• Manage background checks and I-9 documentation.
• Track HR metrics like turnover and attendance.
