Job summary

Mecklenburg County is seeking an HR Departmental IT Manager to own and optimize enterprise Human Capital Management systems, including PeopleSoft, Cornerstone, HR Acuity, and ServiceNow. You will partner with HR, Payroll, Finance, and IT leaders to deliver scalable, data‑driven solutions and maintain data integrity across the employee lifecycle.

Qualifications

• Minimum six years of progressively responsible technical systems experience; including one year of supervisory experience.
• Bachelor's degree in Information Technology or Computer Science.
• Combination of relevant education and relevant experience accepted: Yes.
• Requires a valid North Carolina or South Carolina Driver's License.
• Requires County Driving Privileges.
• Strong PeopleSoft HCM and benefits administration knowledge.
• Proficiency in complex PeopleSoft query creation.
• Gathering and analyzing requirements.
• Understanding of file transfer methodologies (SFTP, API).
• Business Intelligence.

Responsibilities

• Design, develop, code, test, debug, and/or customize IT solutions for department-based solutions.
• Apply Agile techniques to address system requirements and evolving environments.
• Provide day-to-day technical support to employees for hardware and software.
• Respond to problems; troubleshoot and escalate as needed.
• Provide timely resolution of users’ problems and inquiries.
• Assist in hardware and software evaluation and upgrades to IT infrastructure.
• Lead end-to-end implementation and rollout of new HCM features and tax updates.
• Translate complex business requirements into functional designs and HR workflows.
• Ensure data integrity and privacy across HR systems.
