Job summary

The City of Odessa, Texas seeks a Human Resources Generalist to support daily HR operations, including recruiting, onboarding, employee relations, compensation, training, and policy implementation.

You will handle confidential information with discretion, develop and implement HR programs, analyze salary data, and assist management with hiring activities, while maintaining compliance with applicable laws and regulations.

Qualifications

• Associate's Degree in Human Resources, Public Administration, Business Administration, or a related field is required.
• 3 years of Human Resources Generalist experience preferred.
• Municipal HR experience is desired.

Responsibilities

• Provides support, guidance, and advice to management and employees relative to interpreting and implementing Human Resources programs, policies, procedures, and activities.
• Implements and administers policies, procedures, processes, and informational data to ensure accuracy, effectiveness, and compliance with applicable laws, regulations, and guidelines.
• Oversees and maintains various human resources programs.
• Continuously evaluates operational activities, information systems, and data for accuracy, efficiency, and effectiveness.
• Prepares, disseminates, and maintains various human resources correspondence, reports, presentations, charts, operational procedures, records, and files.
• Develops and/or facilitates training sessions, presentations, and orientations to communicate information to various employees, groups, and management.
• Develops strategies and plans to develop or increase the pool of qualified candidates for hire overall and in response to specific needs.
• Assists hiring directors and supervisors with recruiting, selecting, and onboarding candidates.
• Research, compile, and analyze data for salary evaluations.
• Develops and maintains knowledge and skillsets in the use of the computerized tools, databases, and communications techniques currently used or proposed for use in human resources within the City.
