Job summary

Burbank Housing Development Corp seeks an experienced Human Resources Business Partner to translate HR strategy into practical SOPs, processes, and manager tools. You will lead HR projects, support system implementations, and create training resources, ensuring consistent practices across the organization.

You will collaborate with the DHR on employee relations, performance, and workforce initiatives while building HR infrastructure and governance.

Qualifications

• Bachelor's degree in Human Resources, Business Administration, Organizational Development, or a related field or equivalent experience.
• Five or more years of progressively responsible Human Resources experience.
• Experience supporting HR leadership and implementing HR programs, processes, or initiatives.
• Experience developing SOPs, workflows, procedures, templates, and HR resources.
• Experience implementing or supporting HRIS or other HR technology.
• Experience developing and delivering training to managers, supervisors, or employees.
• Preferred certification (PHR/SHRM-CP or SHRM-SCP).
• Bilingual English/Spanish skills.

Responsibilities

• Partner closely with the Director of Human Resources to implement HR strategies, department priorities, and organizational initiatives.
• Provide hands-on project support to move HR initiatives from planning through implementation.
• Assist with evaluating existing HR practices, identifying gaps, and developing solutions.
• Develop and document SOPs, workflows, templates, forms, and supporting documentation.
• Support HRIS data integrity and help identify opportunities to improve HR reporting.
• Train managers and employees on HR systems and processes; prepare communications and leadership materials.
• Manage HR projects, maintain records, and coordinate trainings for managers and supervisors.
• Support organizational changes and rollout of new HR programs across departments and locations.
