Job summary

Encina Wastewater Authority is seeking a Human Resources Analyst to support personnel administration, recruitment, onboarding, classification, compensation and benefits. You will help implement HR policies, administer training materials, and participate in performance management and employee relations duties.

You will work under the HR Manager to ensure compliance with policies and provide high level customer service to Encina staff.

Qualifications

• Three years of professional HR experience, preferably in a public agency or government setting.
• Working knowledge of HRIS; MUNIS preferred.
• Knowledge of payroll processing, benefits and leave administration.

Responsibilities

• Assist with recruitment, interviews and candidate selection within policy guidelines.
• Coordinate new employee onboarding and staff integration.
• Support classification and compensation processes including salary surveys.
• Administer payroll changes, benefits, leaves and employee records.
• Assist with performance management and employee relations matters.
