Job summary

Encina Wastewater Authority seeks an experienced Finance Director to lead the Finance Department, guiding budgeting, accounting, and financial reporting in a public agency setting.

You will ensure GAAP and GASB compliance, manage audits, and provide strategic financial analysis to support Encina’s mission and stakeholders. The role requires collaboration with senior leadership and Board oversight.

Qualifications

• Eight years of increasingly responsible related experience, including three years in a supervisory or management capacity.
• Bachelor’s or higher degree in accounting, finance, public or business administration (four-year college).
• Master’s degree desirable; CPA license desired but not required.

Responsibilities

• Plan, organize, control and evaluate Finance Department operations.
• Oversee budgeting, accounting, financial reporting and GAAP/GASB compliance.
• Coordinate with executives and Board on financial strategy and reporting.
• Supervise and develop Finance staff and ensure policy compliance.
• Prepare ACFR and external financial reports; manage audits and year-end closing.
