Job summary

Louisiana Department of Transportation and Development (DOTD) is seeking a Human Resources Analyst for District 03 in Lafayette to handle personnel and payroll actions, maintain records, assist with benefits, and support supervisors with evaluations and employee relations.

Applicants should meet experience requirements (three years HR, or six years in any field, or a bachelor's degree). Compensation is posted by level: Analyst A/B/C with biweekly rates listed.

Qualifications

• Three years of human resources experience; OR
• Six years of full-time experience in any field; OR
• A bachelor’s degree.
• EXPERIENCE SUBSTITUTION: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field.

Responsibilities

• Serves as the primary HR contact for the District, processing personnel and payroll actions such as hires, promotions, position changes, and separations, ensuring accuracy and compliance in LaGov HCM and related systems.
• Maintains employee records and verifies employment data including pay, leave accrual, benefits, and organizational assignments; researches and resolves discrepancies in accordance with Civil Service rules and applicable laws.
• Provides support for employee benefits programs, guiding staff through new hire enrollment, annual enrollment, qualifying life events, and retirement options.
• Supports supervisors and managers with performance evaluations, disciplinary actions, ADA accommodations, and other employee relations matters.
• Assists with recruitment activities by posting vacancy announcements, responding to applicant inquiries, reviewing materials for compliance, and providing workforce reports and HR support to leadership.
