Job summary

State of Maryland - MDH Local Health - Carroll County seeks a part-time contractual Transportation Operator for the Health on Wheels program in Westminster, MD. You will drive the mobile clinic, ensure safe transport to events, and assist with loading/unloading and vehicle maintenance.

Minimum qualifications include a sixth-grade education and at least two years of driving automotive equipment; CDL and bilingual skills are a plus.

Qualifications

• Experience: Two years of full-time paid employment in the operation of automotive transportation equipment; passenger transport desirable.
• Notes: substitutions for education or military service are allowed.

MAIN PURPOSE OF JOB

The main purpose of this part-time contractual position is to operate automotive transportation vehicles at the full performance level for the Health on Wheels (HOW) program. This position will ensure the safe transportation of the clinical mobile unit to and from designated events. This position will also load and unload the vehicle and assist with preventive, routine, and emergency maintenance. This position does not supervise other employees but may oversee the work efforts of other employees, patients or volunteers.

MINIMUM QUALIFICATIONS

• Education: Completion of the Sixth grade.
• Experience: Two years of full-time paid employment in the operation of automotive transportation equipment. It is desirable that this experience shall have included the transportation of passengers.
• Notes:
• 1. Candidates may substitute additional full-time paid employment operating automotive transportation vehicles, on a year-for-year basis, for up to three years of the requirededucation.
• 2.Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Equipment Operator classifications or Equipment Operator and Vehicle Operator specialty codes in the Equipment Operation field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

• 1. Possession of a valid Commercial Driver’s License (CDL).
• 2. Experience driving a mobile clinic.
• 3. Bilingual in Spanish and English (written and spoken).

LICENSES, REGISTRATIONS AND CERTIFICATIONS

• 1. Applicants for this classification must possess a driver’s license valid in Maryland. Applicants must list the license number and date of issues on the application.
• 2. Some positions in this classification may require applicants secure another class of driver’s license prior to appointment. Applicants may also be required to submit a certified copy of their driving records before appointment.

Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.

BENEFITS

• Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract, and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits.
• You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
• Leave may be granted to a contractual employee who has worked 120 days in a 12-month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
