Job summary

City of McKinney is seeking a Housing Services Manager to lead the Housing Services Division and MHFC operations. You will drive the implementation of affordable housing strategies, oversee bond programs, and ensure regulatory compliance across multiple funding streams.

Applicants should have substantial experience in housing finance, HUD programs, and public administration, with strong leadership and collaboration skills to work with the City Council and community partners.

Qualifications

• Bachelor’s degree in Public Administration, Urban Planning, Finance, Business Administration, or related field with five (5) years progressively responsible housing/public finance experience.
• Experience administering federal entitlement programs and/or housing finance programs preferred.
• Strong knowledge of HUD regulations and private activity bond programs.

Responsibilities

• Provide strategic and operational leadership for Housing Services and MHFC operations.
• Supervise Housing Services Administrator and ensure regulatory compliance across programs.
• Develop affordable housing strategies, including CLT programs and funding strategies.
• Oversee budgets, financial reporting, and coordination with Council, Boards and Commissions.
• Collaborate with developers, nonprofits, lenders, and regional partners to advance housing initiatives.
