Qualifications

Responsibilities

Position Summary:Under the direction of the Housing Director, the Housing Services & Wraparound Specialist provides housing and supportive services to Tribal members who are homeless, at risk of homelessness, or need assistance maintaining stable housing. The position combines direct participant support with Housing Department program administration, including intake and assessment, benefits advocacy, housing placement and retention, CDSS funded housing programs, eligibility, rent calculations, recertifications, case files, reporting, and coordination with landlords and service providers.ESSENTIAL DUTIES AND RESPONSIBILITIES:Conduct participant intake, outreach, assessments, and case management to identify housing needs, barriers, and appropriate services.Receive and process Housing Department and CDSS funded housing programs; verify required documents and assist with eligibility requirements.Assist participants with SSI, SSDI, and other benefit applications, including gathering medical and supporting documentation.Help participants obtain identification, Social Security cards, birth certificates, references, and other documents needed to become housing-ready.Develop individualized housing, budgeting, and stability plans with participants.Assist with housing searches, landlord communication, apartment viewings, and immediate rehousing needs.Provide ongoing housing stabilization and retention services, including home visits, eviction prevention, budgeting, life-skills support, and assistance resolving housing concerns.Counsel residents and participants regarding housing rights, responsibilities, program requirements, and available resources.Calculate rents based on income qualification as assigned and process annual recertifications and rent recalculations.Maintain prospective tenant applications and waiting lists and assist the Housing Director with tenant selection as needed.Collect required monthly payments and other charges as assigned and coordinate related information with the Housing Director and Fiscal Department.Maintain accurate participant and tenant files, case notes, assessments, applications, payment records, and other required documentation.Track participant, tenant, and program information in applicable systems and prepare statistical, caseload, accounts receivable, outstanding payment, and program reports as required.Organize or assist with resident, tenant, and program meetings.Build and maintain working relationships with landlords, healthcare providers, government and social-service agencies, community organizations, Tribal departments, and other partners.Coordinate with other BVR programs and departments to address the needs of tenants, homeowners, and program participants.Inform the Housing Director of significant participant, tenancy, financial, compliance, safety, or operational concerns.Assist the Housing Director with reports, special projects, grants, budgets, annual performance reporting, and other Housing Department activities.Maintain confidentiality and integrity of all participant, tenant, and program information.Perform other related duties as assigned by the Housing Director.Qualifications, Education and Experience:High School Diploma or GED required.One to three years of experience in human services, social work, housing programs, case management, or a related field preferred.Knowledge of or ability to learn CDSS funded housing requirements, eligibility, rent calculations, recertifications, and related documentation.Experience working with individuals experiencing homelessness or housing instability and knowledge of harm-reduction principles preferred.Strong interviewing, communication, customer-service, organizational, and recordkeeping skills.Ability to maintain accurate case files and confidential information and manage multiple responsibilities with timely follow-through.Proficiency with Microsoft Office Suite and ability to learn Housing Department and case-management systems.Other Requirements:Must possess a valid California driver's license and be eligible for coverage under the Tribe's vehicle insurance policy.Must be willing to travel locally, regionally, statewide, and/or out-of-state as needed for participant services, meetings, trainings, workshops, and conferences.Must be able to satisfactorily complete a background check, drug test, and pre-employment screening.Work may include sitting, walking, bending, crouching, reaching, and lifting items up to 25 pounds.
