Job summary

The Department of Health and Human Services (DHHS) in Maine is seeking a Social Services Program Specialist II to oversee rental subsidy and homeless housing programs from its Augusta location. The role requires managing contracts, ensuring regulatory compliance, and collaborating with state and community partners.

Partial telework is possible with management approval. Ideal candidates have extensive experience in housing/homelessness services and a strong record in program management and policy

Qualifications

  • Eight (8) year combination of education and/or professional experience in Mental Health, Substance Use, Public Health, Healthcare, Housing, or Homelessness programs, including at least one year in housing/rental assistance or grant management.
  • Preference for candidates with three+ years in housing/homelessness services.
  • Ability to establish collaborative relationships with state/federal officials and stakeholders.

Responsibilities

  • Oversight and management of Rental Subsidy Program and Florence House Program contracts to ensure accountability and regulatory compliance.
  • Assist Housing Program Manager with management of BRAP, PSHP, and PATH rental assistance programs.
  • Provide technical assistance to community-based providers contracted with OBH homelessness and housing programs.
  • Support policy changes with Statewide Homeless Council, Maine Continuum of Care, and stakeholders.
  • Collaborate on HUD and CoC grant renewals per NOFO requirements.
  • Review monthly billing by contracted providers for allowability and accuracy.
  • Review and decide on Reasonable Accommodation requests and appeals filed with contracted agencies.
  • Cross-team collaboration with OBH, other DHHS offices, Maine State Housing Authority, and community organizations to develop resources for a complete housing continuum of care.
