Job summary

The County of Riverside's Housing and Workforce Department's Housing Authority Division is seeking a qualified Principal Development Specialist located in Riverside. The incumbent will serve as a program manager for all rental assistance programs in Riverside County, including supervising staff, ensuring HUD compliance, and coordinating budgets and reporting.

Qualifications

Two years as a Supervising Development Specialist with the County of Riverside.
Six years of professional experience in a related field, including two years of supervisory.
Possession of a valid California driver's license.

Responsibilities

Plan, organize, direct, and coordinate administrative and operational activities of a major program function or division.
Develop and review department policies; lead state/county-wide activities and programs.
Review and evaluate programs for effectiveness; direct financial systems and programs.
Assist in budget preparation by analyzing staffing and resources.
Oversee personnel activities including evaluations, training, and hiring actions.
Develop procedures and maintain relationships with agencies, departments, and private sector partners.
Negotiate, administer and monitor contracts; write RFPs and reports.
Provide technical advice to businesses and county staff.
