Job summary

Abode Services, a leading nonprofit in the Bay Area, is seeking a Program Manager, Housing to oversee Solano County housing programs for homeless individuals and families.

You will lead Housing Services coordinators, manage multiple programs, and collaborate with county and city partners to secure and sustain housing opportunities.

The role emphasizes compliant reporting, budget oversight, and a strong commitment to ending homelessness within a dynamic, mission-driven culture.

Qualifications

• Bachelor’s degree in Psychology, Human Services, Social Work, Sociology, or related field.
• 2 years of professional experience in social work or related field with rental housing programs for low income.
• 2 years managing complex contracts in excess of $1M.
• Experience designing and operating programs with policies and procedures.
• Valid California driver’s license, proof of auto insurance, clean DMV record.
• Knowledge of federal, state, local laws.
• Flexible schedule including evenings and weekends.

Responsibilities

• Provide leadership and direction to all Abode Services programs under this umbrella.
• Manage multiple housing programs, building relationships with community partners.
• Act as primary liaison with County and City departments and partners.
• Supervise Housing Services Coordinators and Housing Specialists.
• Develop and monitor housing rental programs for homeless households.
• Maintain inventory of affordable housing units secured by participant leases.
• Participate in County Housing Team meetings and policy development.
• Provide assistance to landlords/staff for conflict resolution.
• Ensure contract compliance, reporting and monitoring for programs and funding.
• Ensure compliance with Fair Housing laws and eviction procedures.
• Prepare monthly/quarterly/annual reports including rent, subsidies, occupancy, demographics.
• Review monthly rent reports and subsidy balances.
• Coordinate with finance for county invoicing.
• Work with funding agencies on data collection and reimbursement.
• Represent Abode at agency and stakeholder meetings.
• Submit data in HMIS and other systems.
• Other duties as assigned.
