Job summary

The Chattanooga Housing Authority seeks an experienced Assistant Director of Housing Operations to oversee CHA property operations, supervise staff, and drive performance within a regulatory framework. Qualifications

• Knowledge of local, state, and federal housing laws.
• Ability to mediate disputes among staff, residents, and others.
• Strong written and verbal communication skills.
• Ability to present to CHA Board and others as required.
• Ability to train subordinates toward organizational goals.
• Ability to prepare and interpret reports and data.
• Ability to communicate with diverse backgrounds.
• Ability to work independently and in group settings.
• Knowledge of bond financing and LIHTC concepts.

Responsibilities

• Supervise Housing Operations Central Office staff and manage budgets and performance metrics.
• Assist the Director with policy formulation and administration.
• Maximize revenue through leasing, budgeting, and capital planning for CHA portfolio.
• Explain regulations to staff, residents, Board, and community.
• Coordinate staff training on housing issues as needed.
• Prepare annual CHA budgets with Director and Finance Department.
• Ensure compliance with LIPH, PBRA, PBV, LIHTC requirements.
• Monitor vacancies, accounts receivable, and work orders monthly.
