Job summary

City of Monterey is seeking a Housing Manager to plan, direct, and supervise the Housing Division, ensuring affordable housing programs comply with federal, state, and local laws and align with the City’s goals.

The role oversees Community Development Block Grant programs, manages complex housing projects, develops policies and funding strategies, and leads staff and contracted professionals in a collaborative, service‑oriented environment.

Qualifications

• Bachelor’s degree in public administration, urban planning, or related field.
• Six years of housing experience with at least two in supervision.
• Master’s degree highly desirable; equivalent experience considered.
• Knowledge of federal, state and local housing laws.

Responsibilities

• Develops and evaluates affordable housing goals and policies.
• Oversees Community Development Block Grant programs and reports.
• Administers housing assistance programs and funding.
• Represents the Housing Division to City Council and committees.
• Supervises staff and contract consultants.
