Overview
HolBrock Estates Supportive Housing Programs ("Company") is seeking proposals from qualified 1099 Independent Contractors to provide housekeeping services for our Supportive Housing Program & Facilities Management Department. Contractors will be responsible for ensuring the cleanliness and maintenance of company property, including offices, client residences, facilities, and vehicle assets, in accordance with company policies and regulatory standards.
Scope of Work Service Expectations & Deliverables:
The contractor is responsible for providing structured addiction treatment services in alignment with program needs, including:
- Residences are to be cleaned 1-2 times per week, offices are to be cleaned daily each week day, company owned vehicles are to be cleaned weekly.
- Perform cleaning services in offices, client rooms, facilities, and vehicles based on provided cleaning schedules and checklists.
- Submit completed cleaning checklists daily by 5:00 PM.
- Submit weekly cleaning schedules every Friday by 5:00 PM.
- Conduct routine inspections and report any maintenance needs immediately.
- Contractor is expected to provide their own transportation, equipment, consumables and supplies. Price proposal must include all inclusive rate.
- Ensure all consumable receptacles (toilet paper, paper towels, trash bags, soap dispensers, etc) are refilled at the time you are at the site.
- Manage and maintain assigned inventory, including supplies and equipment storage in company-designated areas.
- Participate in external and internal audits, including compliance with CARF, CSA, and OHCQ standards.
- Assist with training and onboarding of new contractors as necessary.
- Maintain compliance with safety protocols, participating in drills and regulatory training.
Service Schedule:
- Services must be performed Monday through Friday, between 8:00 AM and 5:00 PM.
- The contractor must be available to perform work at client homes, company offices, and assigned locations.
- Residences are to be cleaned 1-2 times per week while offices are to be cleaned daily each week day.
Documentation & Compliance:
- Contractor must submit detailed invoices reflecting services performed, including dates, locations, and nature of work.
- Must comply with company policies and regulatory bodies such as COMAR, CARF, and CSA.
- Complete and maintain all required documentation for audits, quality assurance, and service delivery verification.
- Adherence to company policies related to infection control and safety standards.
Qualifications & Licensing Requirements:
- Experience: Minimum of 1-2 years in housekeeping, janitorial services, or commercial cleaning.
- Skills: Knowledge of cleaning techniques, equipment operation, and use of cleaning chemicals.
- Time Management: Ability to manage tasks efficiently and complete assignments on schedule.
- Communication: Strong interpersonal and customer service skills.

Compensation, Invoicing & Payment Terms:

- Invoices covering services from Sunday through Saturday must be submitted to the Contract Administrator by Saturday at midnight to be included in the scheduled check run.
- Invoices submitted after this deadline may be processed in the following check run.
- The contractor is responsible for all taxes, insurance, and licensing costs associated with their work.
Independent Contractor Status:
- The contractor retains full discretion over how services are performed, provided they meet program requirements.
- The contractor is not an employee and is not entitled to benefits such as health insurance, paid leave, or unemployment insurance.
- The contractor must maintain appropriate professional liability insurance and provide proof upon request.
Proposal Submission Process

WORK SCHEDULE:
Monday through Friday from 8:00 AM to 5:00 PM working on projects based on the cleaning schedule and cleaning checklists. Residences are to be cleaned 1-2 times per week, offices are to be cleaned daily each week day, company owned vehicles are to be cleaned weekly.
COMPENSATION RANGE:$15 - $20 per hour, W2 employees are eligible for benefits: health insurance, professional development opportunities, and paid time off. Mileage reimbursement for preapproved mileage if driving employee's own vehicle.
ANTICIPATED TRAVEL:80% of the time.
SUMMARY OF POSITION RESPONSIBILITIES:The Housekeeping Attendant (or "Housekeeper") position must demonstrate and promote a strong commitment to providing the best possible experience for our clients, visitors and staff as it pertains to the cleanliness of company property including in its facilities, real estate and vehicle assets. The position is responsible for cleaning offices, client rooms, facilities and vehicles in accordance with company guidelines and procedures. You will have an assigned storage unit and office work space in one of the company’s contracted storage facilities for staging, supplies inventory management, equipment storage, and housekeeping related office work.
SCHEDULED DUTIES & RESPONSIBILITIES:
- On a daily basis, as indicated on the cleaning schedule form, using the appropriate checklist as a guide, clean company property.
- On a weekly basis, submit completed weekly cleaning schedules for the week to the supervisor by Friday 5:00 PM each week.
- On a daily basis, submit a completed cleaning checklist for the day to the supervisor by 5:00 PM each day.
- On a daily basis, check fluids on assigned company vehicles advising the maintenance technician and supervisor if any fluid levels are low or if the vehicle is in need of repair. Do not drive a company assigned vehicle if maintenance is needed without written approval from the CEO or COO.
- On a daily basis, conduct inventory of supplies and complete the inventory sheet. Meet with Accounts Payables Department Manager and SHPFM Department Director to make purchases for supplies and equipment if needed.
- Ensure all consumable receptacles (toilet paper, paper towels, trash bags, soap dispensers, etc) are refilled at the time you are at the site.
- Residences are to be cleaned 1-2 times per week, offices are to be cleaned daily each week day, company owned vehicles are to be cleaned weekly.

- Assist supervisor with work-related requests.
- Collaborate with and serve as program POC for external treatment providers and outside agencies as needed.
- Responsible for following regulations of COMAR, CARF, any other regulatory body, and company policies/ procedures related to service delivery and documentation and co-facilitating orientation of all new hires to these as well.
- Support the maintenance of a safe environment by participating in training and drills as requested.

Being able to properly manage time and a set schedule is a key skill needed by housekeepers to ensure they complete all cleanings on time. They must also be punctual for cleaning appointments and finish cleaning in the time frame expected by the client.
- Attention to detail - A housekeeper must be extremely detail-oriented to be effective at their housekeeping job. From organizing various household items to ensuring that floors and windows are clean and left streakless, these cleaning professionals need a keen eye for detail to successfully perform their duties. The more thorough a housekeeper is at completing their tasks, the better they will be at their job.
- Communication skills - Housekeepers must regularly communicate with clients, coworkers and supervisors to ensure the expectations for each cleaning are thoroughly understood. Without good communication skills, a housekeeper may not meet the needs of the client or overlook important components required to complete a particular job.
- Interpersonal skills - Housekeepers often work directly with clients and also must be able to work well with others to be successful at their job. Common interpersonal skills needed by housekeepers to perform their job well include dependability, teamwork and responsibility.
- Flexibility - Many housekeepers are required to work different hours each day based on a client's needs. For example, if a housekeeper is tasked with cleaning an office building, they may have to wait to begin work until all employees have left the building for the evening. Some housekeepers even work overnight or early in the morning. Being flexible can help a housekeeper be available for more jobs and potentially make more money.
- Customer service - Housekeepers must have strong customer service skills to be successful at what they do. This is because their work is based on the approval of the client, so ensuring clients are satisfied with a housekeeper's performance is key to being successful in this career.
