Job summary

Dallas County is seeking a Program Manager to supervise caseworkers and support staff in the Housing Opportunities for Persons with HIV/AIDS (HOPWA) program. The role administers inter-local and state grant requirements with budgets and reporting, coordinating housing services and monitoring eligibility decisions.

You will train staff, ensure HUD program compliance, track outcomes, and maintain accurate client records while collaborating with auditors and community partners to meet goals.

Qualifications

• Bachelor's degree in Public Health, Business, or related field.
• Three (3) years of experience as a Case Manager or Case Worker, including one (1) year of supervisory experience.

Responsibilities

• Oversees program including maintaining appropriate records on client eligibility income and rent calculations and service provision.
• Advocates for needed services, transports clients as needed, maintains collaborative relationships with community resources, attends and participates in coalition meetings.
• Provides programmatic information to City and State Auditors regarding HOPWA funds, tracks performance and outcome measures vs. goals for monthly reports.
• Works with fiscal group to monitor expenditures and helps prepare budgets for two housing programs.
• Tracks and maintains accurate client information and outcomes and supports HOPWA case managers at various agencies; initiates actions to reach affected populations.
• Other duties as assigned.
