City of Chicago is seeking a Program Manager in the Department of Housing’s Policy, Planning, and Implementation unit. The role focuses on HOME-ARP funded homelessness prevention initiatives, program development, and data-driven policy implementation within City operations.

The position requires extensive planning, contract oversight, and cross‑agency collaboration; some night/weekend hours and city travel are expected. This is a temporary grant-funded appointment with potential extension.

• Manage strategic planning, policy development, and implementation of HOME-ARP funded DOH initiatives and homelessness prevention programs.
• Monitor performance and provide training and evaluations of program staff.
• Develop policies and procedures for HOME-ARP funds administration and other funding allocations.
• Oversee contract management and tracking for vendors providing DOH homelessness prevention support.
• Manage data collection and reporting across DOH programs, including budgets and spend-down.
• Centralize storage of policies, procedures, documents, and data related to DOH programs.
• Provide technical assistance and administration support for vendors and delegated agencies.
• Establish targets and benchmarks for program throughput and effectiveness.
• Collaborate with city departments and external partners in HOME-ARP funding and related initiatives.
• Perform other duties as assigned.
