Under the direction of Supervisor I, the Analyst II provides comprehensive personnel and consultation services for designated program areas within the Department of Resources Recycling and Recovery (CalRecycle). Responsibilities include advising on civil service merit principles, classification and compensation, certification, hiring, position allocation, recruitment, selection, and other HR-related matters. The Hiring Analyst applies a broad range of laws, rules, regulations, and CalRecycle policies, procedures, and best practices related to California’s classification plan and hiring processes. Duties may require access to confidential applicant, position, and departmental information. The Hiring Analyst is responsible for adhering to all confidentiality requirements, procedures, and guidelines when handling sensitive and personally identifiable information.
Beginning July 1, 2026, CalRecycle staff will be office centered, requiring employees to report to the office at least four days per week. This position may be eligible for hybrid telework under Government Code 14200, subject to the candidate meeting telework eligibility criteria set forth in the CalEPA telework policy and/or future program needs. Employees not residing in California are not eligible for telework. Regardless of telework eligibility, all employees may be required to report to the positions designated headquarter location, as reflected on the duty statement and at their own expense.
