Goodwin Recruiting seeks a Highway Design Project Manager to lead major transportation projects across New York State from preliminary design through construction support. You will oversee scope, schedule, budget, and staffing while coordinating with state and local agencies to deliver safe, resilient solutions.

The role emphasizes leadership, client partnership, and technical excellence in civil engineering.

Qualifications

• B.S. degree in Civil Engineering.
• 7+ years of progressive highway design and transportation project management experience.
• Experience with NYSDOT highway design projects and federally funded transportation programs.
• Professional Engineer (PE) preferred or ability to obtain.

Responsibilities

• Lead planning, design, and delivery of highway transportation projects, ensuring alignment with scope, schedule, budget, and staffing.
• Manage compliance with federal, state, and local regulations, permitting, and quality standards.
• Serve as primary client and stakeholder contact, building strong, long-term relationships.
• Oversee project billing, QA/QC of deliverables, and project closeout activities.
• Support proposal development, scope definition, and fee estimation for new and existing projects.
• Mentor and develop junior engineering staff to support team growth and success.

Highway Design Project Manager Requirements & Qualifications

• B.S. degree in Civil Engineering
• 7+ years of progressive highway design and transportation project management experience
• Proven ability to manage projects from preliminary design through PS&E and construction support
• Experience with NYSDOT highway design projects and federally funded transportation programs
• Professional Engineering License (PE) preferred or ability to obtain
• Proficiency in MS Office and MicroStation preferred
