Goodwin Recruiting is seeking a civil engineering leader to manage highway transportation projects from preliminary design through PS&E and construction support across New York State. Qualifications

• B.S. degree in Civil Engineering.
• Minimum 7+ years of progressive highway design and transportation project management experience.
• Proven ability to manage projects from preliminary design through PS&E and construction support.
• Experience with NYSDOT highway design projects and federally funded transportation programs.
• Professional Engineering License (PE) preferred or ability to obtain.
• Proficiency in MS Office and MicroStation preferred.

Responsibilities

• Lead planning, design, and delivery of highway transportation projects, ensuring alignment with scope, schedule, budget, and staffing.
• Manage compliance with federal, state, and local regulations, permitting, and quality standards.
• Serve as primary client and stakeholder contact, building strong, long-term relationships.
• Oversee project billing, QA/QC of deliverables, and project closeout activities.
• Support proposal development, scope definition, and fee estimation for new and existing projects.
• Mentor and develop junior engineering staff to support team growth and success.
