Job summary

TechSur Solutions seeks an experienced Technical Project/Program Manager to lead complex IT modernization, cloud, data, and cybersecurity programs within HHS. The role focuses on delivery excellence, government-facing collaboration, and growing the company’s federal health portfolio.

You will engage with CMS/NIH/CDC stakeholders, translate requirements into delivery plans, and guide cross-functional teams through ambitious projects.

Qualifications

• Bachelor's degree in information technology, computer science, engineering, public health, business.
• At least 10 years of relevant professional experience including technical project or program management.
• Experience supporting HHS with NIH, CDC, CMS, or other divisions.

Responsibilities

• Lead the delivery of complex IT modernization, software development, cloud, data, cybersecurity, digital services, or mission-support programs for HHS divisions.
• Serve as a trusted point of contact for government program managers, contracting officials, and stakeholders.
• Manage scope, schedule, staffing, financial performance, risks, dependencies, quality, and contractual deliverables.
• Translate agency requirements into actionable technical strategies and delivery plans.
• Lead multidisciplinary teams including engineers, data specialists, cybersecurity, and product managers.
• Apply Agile, DevSecOps, and product-centred delivery practices as appropriate.
• Monitor program performance and resolve delivery, staffing, and customer-satisfaction issues.
• Maintain CPARS performance and identify opportunities to expand engagements.
