Job summary

TechSurSolutions in the Washington, DC area is seeking an experienced Technical Project/Program Manager to deliver complex HHS programs (CMS/NIH/CDC). You will blend technical delivery with customer engagement to identify opportunities and drive growth in federal health market.

The role emphasizes managing multi-disciplinary teams, maintaining strong client relationships, and translating mission needs into executable delivery plans.

Qualifications

• Bachelor’s degree in IT, CS, engineering, public health, business, or related discipline.
• At least 10 years of relevant professional experience, including technical project or program management.
• At least five years of direct experience supporting HHS (CMS/NIH/CDC or related).
• Experience delivering federal technology projects within the HHS environment.
• Strong understanding of HHS missions, stakeholders, and procurement processes.
• Ability to lead technical teams, subcontractors, and manage risks.

Responsibilities

• Lead delivery of complex IT modernization, cloud, data, or cybersecurity programs for HHS divisions.
• Serve as trusted contact for government program managers, technical leaders, and stakeholders.
• Translate requirements into technical delivery plans; manage scope, schedule, budget and risks.
• Coordinate cross-functional teams including engineers, data specialists, and analysts.
• Apply Agile, DevSecOps, and product delivery practices to projects as appropriate.
• Maintain CPARS performance and identify opportunities to expand engagements.
• Ensure compliance with HHS security, privacy, accessibility, and records management.
