Job summary

Position Summary

We are seeking an experienced Technical Project/Program Manager who has successfully delivered complex technology programs within the Department of Health and Human Services (HHS)-preferably supporting the Centers for Medicare & Medicaid Services (CMS), National Institutes of Health (NIH), or Centers for Disease Control and Prevention (CDC).

This is a delivery-first growth role designed for an accomplished program leader who has developed intimate knowledge of the HHS customer environment and aspires to expand into business development, capture, and customer engagement.

We are looking for a credible practitioner who understands HHS missions, stakeholders, acquisition environments, technical challenges, and delivery expectations—and can use that experience to support the company's growth within the federal health market.

Key Responsibilities
Program and Technical Delivery
  • Lead the delivery of complex IT modernization, software development, cloud, data, cybersecurity, digital services, or mission-support programs for HHS operating divisions.
  • Serve as a trusted point of contact for government program managers, contracting officials, technical leaders, product owners, and mission stakeholders.
  • Manage program scope, schedule, staffing, financial performance, risks, dependencies, quality, and contractual deliverables.
  • Translate agency mission and operational requirements into actionable technical strategies and delivery plans.
  • Lead multidisciplinary teams that may include software engineers, cloud engineers, data specialists, cybersecurity professionals, business analysts, product managers, and subcontractor personnel.
  • Apply Agile, DevSecOps, product management, and human-centered delivery practices as appropriate.
  • Monitor program performance and proactively resolve delivery, staffing, customer-satisfaction, and contractual issues.
  • Maintain strong CPARS performance and identify opportunities to expand the scope and impact of existing customer engagements.
  • Ensure compliance with applicable HHS security, privacy, accessibility, records-management, and system-development requirements.
Customer Engagement and Business Development
  • Develop and maintain trusted relationships across CMS, NIH, CDC, and other relevant HHS operating divisions.
  • Maintain awareness of customer priorities, organizational changes, mission challenges, funding initiatives, acquisition strategies, and emerging technology needs.
  • Identify potential opportunities through customer engagement, program delivery, industry events, procurement forecasts, and agency acquisition activity.
  • Translate customer challenges into well-defined business opportunities, solution concepts, and pursuit recommendations.
  • Support customer call planning, capability briefings, industry-day participation, white papers, requests for information, and sources-sought responses.
  • Provide customer, competitive, incumbent, and acquisition intelligence to the growth and capture teams.
  • Participate in opportunity qualification, bid/no-bid decisions, capture planning, solution development, teaming discussions, and proposal reviews.
  • Help develop win themes, technical approaches, management solutions, staffing strategies, transition plans, and relevant past-performance narratives.
  • Collaborate with technology partners and prospective teammates to develop differentiated solutions for federal health customers.
  • Represent the company at HHS-focused conferences, industry associations, partner meetings, and customer-engagement activities.
  • Contribute to the development of a qualified and actionable HHS opportunity pipeline.
Required Qualifications
  • Bachelor's degree in information technology, computer science, engineering, public health, business, or a related discipline.
  • At least 10 years of relevant professional experience, including technical project or program management.
  • At least five years of direct experience supporting HHS, with demonstrated knowledge of one or more of the following organizations:
    • National Institutes of Health
    • Centers for Disease Control and Prevention
    • Other HHS operating or staff divisions
  • Demonstrated experience successfully delivering federal technology projects or programs within the HHS customer environment.
  • Strong understanding of HHS missions, organizational structures, stakeholders, acquisition processes, and technology priorities.
  • Experience managing technical teams, subcontractors, program financials, contractual deliverables, risks, and customer relationships.
  • Knowledge of federal technology environments, including one or more of the following:
    • Application modernization and software engineering
    • Cloud migration and cloud-native platforms
    • Data engineering, analytics, and artificial intelligence
    • Digital health or public-health systems
    • Cybersecurity and zero-trust architecture
    • Agile, DevSecOps, and product-centric delivery
    • IT operations and mission-system sustainment
  • Ability to communicate credibly with both senior government executives and technical delivery teams.
  • Demonstrated interest in developing business development, capture, and solutioning capabilities.
Preferred Qualifications
  • Existing professional relationships within CMS, NIH, CDC, or other HHS components.
  • Experience supporting CMS enterprise systems, Medicare or Medicaid programs, NIH research platforms, CDC public-health systems, grants-management programs, or HHS shared services.
  • Experience expanding an existing program, identifying adjacent opportunities, or supporting recompete and new-business pursuits.
  • Familiarity with federal procurement forecasts, SAM.gov, GSA acquisition vehicles, government-wide acquisition contracts, and HHS-specific contract vehicles.
