Job summary

Raya Workforce seeks an experienced Project Manager to own heavy civil construction projects from pre-construction through closeout. This hands-on role coordinates people, subcontractors, materials, schedules, costs, client expectations, and field changes to keep projects moving safely, efficiently, and profitably.

You will collaborate with Project Engineers, Superintendents, field teams, vendors, clients, and accounting to ensure thorough planning, execution, documentation, and proper closeout.

Qualifications

• 5+ years of PM experience in heavy civil construction.
• Bachelor's degree in Construction Management, Civil Engineering, or related field.
• Experience managing projects from pre-construction to closeout.
• Strong understanding of project budgets, costs, billing, and profitability.
• Experience managing subcontractors, vendors, procurement, and project schedules.
• Strong communication, negotiation, and problem-solving skills.
• HCSS experience is required.
• Exposure to USACE and FHWA projects is a plus.

Job description

We are looking for an experienced Project Manager to take ownership of heavy civil construction projects from pre-construction through final closeout.

This is a hands-on project management position for someone who understands that successful construction is about more than keeping a schedule. You will be responsible for coordinating people, subcontractors, materials, schedules, costs, client expectations, and project changes while keeping the project moving safely, efficiently, and profitably.

You will work closely with Project Engineers, Project Superintendents, field teams, subcontractors, vendors, clients, and accounting to make sure the project is properly planned, executed, documented, and closed out.

The right person will be someone who wants to grow with an organization, takes ownership of their projects, communicates directly, and is comfortable making decisions when challenges come up in the field.

What You'll Be Responsible For

• Lead multiple heavy civil construction projects from pre-construction through completion.
• Make sure project requirements, manpower, trades, permits, materials, equipment, and other resources are coordinated before work begins.
• Monitor project progress and ensure work is tracking against established schedules, standards, and goals.
• Work closely with Project Superintendents to keep field execution aligned with project schedules and commitments.
• Partner with the Project Engineer to combine strong project documentation and technical coordination with effective field execution.
• Identify issues early and take ownership of resolving project challenges.
• Develop and monitor project budgets and anticipated costs.
• Track project expenses and work with accounting to maintain accurate project financials.
• Support accurate and timely project billings.
• Monitor project profitability and identify opportunities for cost control and savings.
• Understand how project decisions in the field affect the overall financial performance of the job.
• Lead the subcontracting process, including preparing and distributing subcontracts.
• Coordinate procurement and make sure required materials, services, and resources are available when needed.
• Maintain productive relationships with subcontractors, vendors, and suppliers.
• Negotiate and resolve issues when necessary to keep projects moving.

Scheduling & Coordination

• Develop, maintain, and monitor project schedules.
• Coordinate closely with Project Superintendents and field teams to maintain planned timelines.
• Balance multiple priorities while responding to changing project conditions.
• Keep internal and external stakeholders informed of important project developments.

Change Orders & Documentation

• Identify, document, and manage changes to project scope.
• Track change orders and maintain accurate project records.
• Document unforeseen challenges, client instructions, project modifications, and other key project events.
• Ensure important decisions and changes are communicated clearly to the appropriate teams.

Client & Stakeholder Management

• Maintain professional relationships with clients and project stakeholders.
• Communicate project status, challenges, changes, and expectations clearly.
• Work through conflicts and unexpected issues while maintaining strong customer relationships.
• Represent the company professionally throughout the life of the project.

Project Closeout

• Oversee the final stages of assigned projects.
• Coordinate completion of outstanding project requirements.
• Work with accounting and other internal teams to ensure financial settlements and project closeout are completed accurately.
• Make sure project records are properly maintained through completion.

What We're Looking For

• 5+ years of Project Management experience within heavy civil construction.
• Bachelor's degree in Construction Management, Civil Engineering, Engineering, or a related field preferred.
• Significant relevant construction experience may be considered in place of a degree.
• Experience managing projects from pre-construction through closeout.
• Strong understanding of construction budgets, project costs, billing, and profitability.
• Experience managing subcontractors, vendors, procurement, and project schedules.
• Strong understanding of change orders and project documentation.
• Ability to communicate effectively with field teams, clients, subcontractors, vendors, and internal leadership.
• Strong negotiation, problem-solving, and conflict-resolution skills.
• Ability to manage multiple priorities in a fast-paced construction environment.
• HCSS experience is required.
• Exposure to USACE and/or FHWA projects is a plus.
• Strong organizational skills and attention to detail.
• A genuine interest in building a long-term career and growing with the organization.
