Job Summary:

Based at site in Northern Minnesota and reporting to the Operations & Construction Director, the Health & Safety Manager is responsible for leading and shaping the health and safety function for a major mining project on a legacy site. This is a critical leadership role responsible for developing and implementing a comprehensive Safety Management System (SMS) from the ground up, aligned with the evolving phases of exploration, construction, and operations.

The successful candidate will have a hands-on approach, be very experienced in mine safety, and drive proactive safety performance, regulatory compliance, and a positive safety culture in a complex environment. This is a rare opportunity to influence the foundational safety culture of a high-impact project that is vital to the domestic supply of critical metals.

Overview:

Located in the historic iron range mining region of northeastern Minnesota, NewRange is a 50:50 joint venture of subsidiaries of Teck American Inc. (Teck) and PolyMet Mining Corp. (Glencore) that is advancing two major copper-nickel-platinum-palladium deposits, NorthMet and Sunrise. Project activities range from readying the feasibility stage NorthMet project for a production decision pending clearance of mine permits to advancing the nearby Sunrise project to pre-feasibility studies and permitting. NewRange is committed to unlocking a new domestic supply chain of critical metals for the transition to a low-carbon economy and positioning Minnesota as a world leader in sustainable mineral resource development.

Responsibilities:

Strategic Leadership, Team Development and Organizational Influence

  • Develop and implement a multi-year Health & Safety strategy aligned with company goals, risk profile, and project phases (e.g. exploration, construction, operations).
  • Promote a strong safety culture from the ground up through visible leadership, engagement, and training.
  • Develop and deliver safety orientation, site-specific training, and job hazard analysis (JHA) programs.
  • Serve as a key advisor to site leadership on all health and safety matters. Provide regular reporting and KPIs to leadership and corporate stakeholders.
  • Evaluate safety performance and lead initiatives to reduce risk and improve systems and behaviors.
  • Champion the shift from compliance-based to risk-based, proactive safety practices.
  • Serve as a visible leader and advocate for a strong, inclusive safety culture across the site and contractor workforce.
  • Build and mentor a multi-disciplinary safety team, including coordinators, trainers, emergency responders, and specialists.
  • Establish succession planning and ongoing professional development pathways.

Governance & Assurance, Regulatory Compliance, and Stakeholder Engagement

  • Establish and maintain governance structures, policies, and standards in line with MSHA, OSHA, and international frameworks (e.g., ISO 45001).
  • Ensure compliance with MSHA/OSHA (or applicable jurisdictional bodies), environmental, and corporate safety requirements.
  • Act as the primary liaison with regulatory agencies, community stakeholders and labor representatives on health and safety matters.
  • Represent NewRange in audits, investigations, and industry forums.

Technical Acumen

  • Lead the design and implementation of a fit-for-purpose Safety Management System tailored to the site and project phase.
  • Lead site-wide risk assessments and implement controls for legacy risks such as old infrastructure, ground instability, hazardous materials, and historical practices.
  • Lead incident investigation, root cause analysis, and corrective action processes.
  • Develop and coordinate emergency response procedures and training (e.g., fire safety, ground control, environmental releases).
  • Ensure contractor activities meet safety expectations through onboarding, audits, and field inspections.

The above responsibilities are representative of the nature and level of work assigned and are not necessarily all-inclusive. The incumbent will need to perform other duties and responsibilities as assigned.

Qualifications:

  • Bachelor’s degree or diploma in Occupational Health & Safety, Engineering, or a related technical discipline.
  • 10+ years of progressive safety leadership and risk mitigation experience in mining, heavy construction, or industrial sectors.
  • Demonstrated experience in building or transforming safety programs and cultures.
  • Deep understanding of safety legislation, governance frameworks, and best practices.
  • Proven leadership in complex stakeholder environments including regulators, communities, and unions.
  • Advanced certification in safety (e.g., CRSP, CSP, NEBOSH Diploma) preferred.
  • Experience managing safety in legacy mining environments (e.g., abandoned infrastructure, tailings, environmental liabilities).
  • Postgraduate education (e.g., MSc in Safety or Risk Management, MBA) preferred.
