Job summary

Stellar Professionals is seeking a Public Health Program Director 1 to lead Tennessee’s Parents as Teachers (PAT) Evidence-Based Home Visiting model. You will provide QA, technical assistance, contract monitoring, and statewide leadership for local PAT programs and collaborate with the PAT National Center.

You will oversee contract compliance, support CQI initiatives, and drive system enhancements for maternal and child health services across Tennessee, with hybrid in-office and travel

Qualifications

• Bachelor’s degree in early childhood, home visiting, family support, public health, or related field.
• Must be a Tennessee resident at time of hire.
• Experience in program monitoring, contract development, consultation, planning, and evaluation in public health or human services.
• Strong track record in facilitating meetings and coordinating inter-agency collaborations.
• Ability to travel across Tennessee to local communities and to Nashville for onboarding and meetings.

Job description

We are seeking a Public Health Program Director 1 to serve as the Parents as Teachers (PAT) Evidence-Based Home Visiting (EBHV) Model Consultant within the Division of Family Health and Wellness. This role is responsible for providing quality assurance, technical assistance, contract monitoring, and leadership for local PAT programs across Tennessee. The consultant will collaborate with the Parents as Teachers National Center, oversee contract compliance, facilitate Continuous Quality Improvement (CQI) initiatives, and support state early childhood systems serving pregnant women and families with young children.

Location: 7th Floor Andrew Johnson Tower, Nashville, TN 37243

Work Arrangement: Hybrid (Minimum 1 day/week in-office; candidate must be a Tennessee resident at time of hire)

Role Type: Contract (11/02/2026 06/30/2027; 37.5 hours/week, non-exempt)

Key Responsibilities

• PAT Model & State Office Support: Support the development and operation of Tennessee's PAT state office designation, providing statewide leadership, affiliate support, training, technical assistance, and direct liaison duties with the PAT National Center.
• Contract Management & Quality Assurance: Conduct QA and technical assistance site visits to local grantees; draft, review, and revise contract language to align with program, model, and state requirements.
• Program Evaluation & CQI: Partner with TDH Epidemiologists and CQI Leadership to evaluate performance metrics, measure intervention effectiveness, and drive continuous quality improvement across home visiting programs.
• Systems Integration & Collaboration: Align PAT policies, referral pathways, and early childhood initiatives across the TDH system while supporting health equity, health disparity reduction, and meaningful family-voice inclusion.
• Community & Stakeholder Engagement: Host model-specific meetings/Communities of Practice, participate in state and national advisory groups, and build professional relationships with local partners.
• Grants & Operations: Assist with grant writing, conference planning, resource development, and EBHV system expansion.

Required Skills & Qualifications

• Education: Bachelor's degree in early childhood, home visiting, family support, public health, or a related field.
• Residency: Must be a established Tennessee resident at the time of hire.
• Program Operations & Monitoring: Proven experience in program monitoring, contract development, consultation, planning, and evaluation within public health or human services.
• Stakeholder Facilitation: Strong track record in facilitating meetings, gathering stakeholder feedback, identifying training needs, and leading inter-agency collaborations.
• Travel Flexibility: Ability to travel across Tennessee to local communities/district sites, as well as to the central office in Nashville for onboarding and quarterly meetings.

Preferred Qualifications

• Advanced Degree: Master's degree in Early Childhood, Public Health, Social Work, or a related human services field.
• Maternal & Child Health Experience: 2+ years of professional experience in maternal and child health, specifically within prevention-focused home visiting models (e.g., Parents as Teachers).
• Consultative Leadership: Experience providing leadership, technical consultation, supervision, or training to healthcare/social service professionals.
