Health Equity Project Manager II

L.A. Care Health Plan is an independent public agency created by the state of California to provide health coverage to low-income residents of Los Angeles County.

Salary Range: $77,265.00 (Min.) – $100,445.00 (Mid.) – $123,625.00 (Max.)

Job Summary

The Health Equity Project Manager II is responsible for providing project management support to the department's Manager who oversees department projects and processes. The role includes identifying resources needed for each project, defining roles and responsibilities, and developing reports with status updates on deliverables and issues. The manager develops reporting mechanisms that enable project teams to rapidly assess the current state of their projects relative to timelines and deliverables. Additional duties involve tracking new regulatory requirements, identifying gaps within L.A. Care policies, and facilitating the creation or update of relevant policies and procedures. The manager collaborates with operating units and stakeholders to ensure subject matter experts are available to project teams.

Duties

Assist the Manager in implementing the Health Equity and Disparities Mitigation plan and Member Health Equity work plan, including stakeholder collaboration, research, implementation of new initiatives, content creation, progress monitoring, and communication strategy development.

Perform gap analysis, respond to and implement required policies and procedures from L.A. Care regulators (Department of Health Care Services, National Committee for Quality Assurance, Covered California, Centers for Medicare and Medicaid Services). Monitor progress toward policy implementation.

Manage stakeholder meetings, including L.A. Care equity councils, handling scheduling, agenda, content development, and logistics.

Hold project work teams accountable for on-time delivery of assigned scope within scheduled timelines and costs/effort, including facilitation of meetings to move efforts forward.

Write and disseminate work plans and project documents such as procedures, proposals, analyses, progress reports, and presentations.

Assist in creating and disseminating health equity and disparities training and information to staff, providers, and community.

Process member/provider materials through appropriate channels to ensure compliance with regulatory requirements (Podio). Ensure compliance with contracted services and performance metrics.

Help identify opportunities and establish partnerships with external organizations to advance L.A. Care’s health equity and social determinants of health efforts.

Perform other duties as assigned.

Education Required

Bachelor's Degree

In lieu of a degree, equivalent education and/or experience may be considered.

Experience
  • Minimum of 3 years of experience performing project management work, preferably in a healthcare environment.
  • Experience with the planning, management, and delivery of successful programs and projects.
Skills
  • Demonstrated ability to problem‑solve and troubleshoot all project issues in a timely manner.
  • Excellent interpersonal skills to work alongside other project employees to meet client specifications and requirements.
  • Excellent verbal, written communication, and presentation skills.
  • Ability to prepare project reports and presentations on project status and outcomes.
  • Proficient in Microsoft Office and project management software tools.
  • Demonstrated success managing multiple diverse projects executing simultaneously.
  • Strong analytical, planning, time‑management, and organizational skills.
  • Ability to manage priorities across multiple teams/projects.
  • Ability to work in a fast‑paced and changing environment.
  • Ability to work well independently with limited supervision.
