Job summary

The Minnesota Department of Human Services is seeking a Health Care Eligibility Policy Analyst to analyze and shape MHCP eligibility policies, including Medical Assistance and MinnesotaCare. You will research federal/state authorities, maintain policy manuals, and draft official communications.

You’ll respond to inquiries from state, county, and Tribal partners, and work to ensure accurate policy guidance and implementation across programs.

Qualifications

• Experience developing, researching, and analyzing complex policies independently or with a team.
• Experience writing formal policy documents, memos, or recommendations summarizing laws or changes.
• Participation in policy implementation initiatives and projects.
• Experience developing content to communicate policies to broad audiences.
• Strong collaboration and partnership development skills.
• Preferred: experience with health policy or public health policy analysis

Responsibilities

• Analyze, develop, implement, and maintain MHCP eligibility policies including Medical Assistance and MinnesotaCare.
• Research federal/state authorities, maintain the Eligibility Policy Manual, and draft bulletins and memos.
• Respond to inquiries from state, county, and Tribal partners about policy changes.
• Draft communications about policy changes and support cross-agency collaboration.
