Job summary

State of Minnesota is seeking a Health Care Eligibility Policy Analyst to analyze, develop, implement, and maintain MHCP eligibility policies including Medicaid, MinnesotaCare, and related programs. You will research federal/state authorities, update policy manuals, and draft policy communications for a broad audience.

This role emphasizes collaboration with state, county, and Tribal partners, as well as presenting complex topics clearly to diverse stakeholders.

Qualifications

• Three (3) years’ professional experience with Minnesota Health Care Programs (MA and MinnesotaCare) or another state's Medicaid program's eligibility rules and laws.
• Experience developing, researching, and analyzing complex policies independently or with a team.
• Experience writing formal policy documents, memos, or written recommendations.
• Participation in policy implementation initiatives and projects.
• Experience developing content to communicate new policies to a broad audience.
• Strong collaboration with others and building partnerships.

Responsibilities

• Analyze, develop, implement, and maintain MHCP eligibility policies (Medical Assistance, MinnesotaCare, Minnesota Family Planning).
• Analyze federal and state authorities governing MHCP and maintain the Eligibility Policy Manual.
• Draft bulletins, policy documents, issue memos and communications about policy changes.
• Respond to inquiries from state, county, and Tribal partners about health care eligibility policy.
