Job summary

Texas Health and Human Services Commission (HHSC) seeks a policy analyst to support AES in eligibility policy development for MEPD, CHIP, SNAP, TANF, and Medicaid programs. The role emphasizes rigorous policy research, stakeholder engagement, and forms governance oversight.

The position may telework statewide with required travel to Austin for meetings; strong written and verbal communication, and project coordination skills are essential.

Qualifications

• Graduation from an accredited four-year college or university with a bachelor's degree in a relevant field preferred (e.g., public policy, social work, public health).
• Experience with and knowledge of state and federal programs including Medicaid, CHIP, MEPD, SNAP, and TANF is highly preferred.
• Minimum of three years current, full-time work in human services program management, public administration, or policy analysis.
• Experience with state and federal policy development processes.

Responsibilities

• Performs complex research and analysis of federal and state laws, legislation, rules, regulations related to HHSC programs.
• Prepare high-quality briefing materials and policy documents for program planning and decision making.
• Oversees forms governance process and maintains repository of eligibility forms and notices.
• Collaborates with team to support AES, Program Policy and priorities.
• Represents AES on policy development projects and coordinates workgroups and meetings.
• Communicates policy information clearly to leadership and stakeholders.
