Job summary

SCMCAA is seeking a Program Operations Manager to oversee Head Start/Early Head Start operations. You will supervise Site Supervisors, support policy council activities, and ensure compliance with HSPPS and licensing standards across centers.

You will partner with the Professional Development and Education teams to align onboarding, performance evaluations, and program calendars while guiding annual self-assessments and PIR submissions.

Qualifications

• AA or higher degree in education, administration, business administration, public administration, human resource management or a related degree.
• Minimum of two years supervisory experience.
• Minimum two years experience working in a Federal program.
• Demographic and geographic knowledge of communities.
• Ability to speak effectively in public.
• Ability to keep accurate records.
• Knowledge of applicable state and federal laws governing licensed child care facilities, including fire/safety and sanitation.
• Ability to obtain knowledge of the Head Start purpose, goals and objectives.
• Ability to work effectively with other education professionals and institutions in the community.
• Medical exam and TB assessment within 30 days of employment; ongoing assessments every five years.

Responsibilities

• Monitor and report quality issues to the Director.
• Ensure compliance with HSPPS, licensing guidelines and agency policies; plan adjustments as needed.
• Review and update position descriptions and evaluation systems with the PD Manager.
• Supervise Site Supervisors; handle onboarding, evaluations, timesheets and leave requests.
• Coordinate onboarding for new HS/EHS employees and ensure job descriptions are met.
• Follow chain of command for hires, resignations and terminations.
• Assist Director in recruiting and interviewing component staff.
• Assist in preparing ACF grant proposals and other grant work.
• Lead annual resource inventory and ensure data accuracy.
