Job summary

Hill International seeks a Strategic Planning Department Manager to lead national and international master planning initiatives. You will drive portfolio planning, ensure CIP alignment, and coordinate with multiple stakeholders across regions.

The role requires extensive experience in urban and infrastructure planning, with a preference for experience in the Middle East / KSA. Relocation to KSA is required; Arabic-speaking candidates are preferred.

Qualifications

• 20 years of experience in national/international major initiatives and developments
• Expert in major development master and urban planning; known for national-level work
• Expert in development of water and wastewater master plans
• Extensive international work experience (Middle East / KSA preferred)

Responsibilities

• Adopt and implement PMM and EXPROs Five-Year Projects.
• Portfolio Planning (5 YPPP) processes and methodologies.
• Review and update the National Guideline for the Master Planning.
• Manage the development of the National Master Plan.
• Review and approve the Capital Investment Plan (CIP).
• Ensure projects align with the Master Plan and KPIs.
• Coordinate with external governmental departments where needed.
• Prepare knowledge transfer and coordinate with regional clusters.
