Job summary

Hill International is seeking an Operational Excellence (PMO) Department Manager to lead PMO processes globally with a focus on continuous improvement and risk management. The role involves setting up an effective PMO operating structure, governing quality systems, and ensuring robust reporting and dashboards across multiple regions, including relocation to KSA as needed.

Qualifications

• Bachelor degree in engineering from an accredited university.
• Minimum 20 years' experience in a project management environment on large projects including overall responsibility for setting up and running a PMO.
• Thorough knowledge and demonstrated experience of professional project management processes and procedures.
• Working knowledge of engineering, procurement, contracts, construction, and start-up / set up work processes.
• Involvement in continuous improvement and capacity building / talent development.
• Demonstrated skill in management, supervisory and personnel administrative functions.
• Excellent verbal and written communication skills.
• Experience of working internationally (preference KSA experience).

Responsibilities

• Review and update policies, processes and procedures, quality assurance, continuous improvement, risk management, training and projects monitoring & reporting.
• Develop and ratify department operating structure and processes based on PMM.
• Assess the capability of the PMO staff and define roles/responsibilities.
• Prepare the department knowledge transfer program with on-the-job learning.
• Motivate employees to improve performance and foster continuous improvement.
• Ensure Stage Gate Process is applied consistently to projects.
• Establish a quality management system for the PMO aligned with PMM.
• Ensure QA management is implemented for each project.
• Analyze data to identify operational trends and opportunities for improvement.
• Coordinate with other departments to ensure initiatives are implemented.
• Review bidders' quality submittals.
• Implement risk management procedures aligned with PMM and maintain risk registers.
• Enforce risk registers for each project by the CM contractor.
• Review risk registers monthly.
• Analyze project performance data to identify risks and issues.
• Prepare reports on operational performance and benchmarks.
• Review, validate and consolidate project dashboards and reports.
• Develop consolidated NWC dashboard per PMIS requirements.
• Issue periodical dashboards, presentations, and reports to stakeholders.
• Provide support in completing PMIS tasks.
• Develop KPIs to measure project performance.
• Ensure timely and accurate PMIS data input (Primavera P6, Oracle...).
• Coordinate performance evaluation of contractors and consultants by clusters.
• Stay informed on Hill's policies and ensure compliance.
• Perform other duties as assigned by management.
