Job summary

PowerLines is seeking a Head of Policy to lead the Policy Team and shape national and state-level policy strategy. The role involves engaging governors, legislators, and energy offices, plus building bipartisan coalitions and advising the executive team on high-stakes policy decisions.

The Head of Policy will be a senior leader, coordinating with Regulatory and Communications teams, while serving on the executive leadership team and reporting to the Founder and Executive Director.

Qualifications

• 10+ years in state or federal policy, legislative affairs, or advocacy.
• Proven ability to lead staff, with strong leadership and EI.
• History of multi-state policy campaigns delivering results.
• Strong relationships with governors’ offices, legislators, and networks.
• Experience building coalitions and working across political spectrums.

Responsibilities

• Lead PowerLines' Policy Team, set priorities, and manage workflow.
• Develop and execute annual policy strategy and state campaigns.
• Engage policymakers, build coalitions, and manage external partners.
• Oversee policy products, briefs, and research with executive sign-off.
• Represent the organization publicly and guide fundraising materials.
• Mentor junior staff and drive cross-team coordination.
