Qualifications

  • Bachelor’s degree in business administration, public administration, accounting, finance or a closely related field.
  • Seven (7) years of full-time equivalent professional financial and operational audit and business performance management experience with at least three (3) years of management responsibility.
  • A CPA, CIA or CISA certification desirable.

Responsibilities

  • Assumes full management responsibility for departmental services and activities including coordination of internal and external performance, operational, financial and other assessment and audit activities; recommends and administers policies and procedures; conducts follow-up status reporting; engages in peer review; develops and directs best practices, audit guidelines and other standards.
  • Plans, directs and coordinates annual and long-range work plans based on risk assessment, complaint investigations, and input from stakeholders; manages goals, objectives, policies and priorities; assigns projects; reviews work methods and problems.
  • Directs performance management and assessment activities, such as management and divisional audits, benchmarking audits, organizational and staffing audits, effectiveness assessments.
  • Directs operational audits, including maintenance, procurement, grants and capital management, overtime and staffing.
  • Directs standard audit activities including compliance audits, oversight of contracted audits; ensures propriety and fiscal integrity of District assets and programs.
  • Oversees budget development and administration; coordinates with other strategic performance areas; represents the Office in boards and external agencies.
  • Directs staff in whistleblower program, ethics education, conflicts of interest responses, and investigations.
  • Directs auditing of information technology, including system security, controls, disaster recovery, and data integrity.
  • Prepares and reviews reports of performance assessments and audits for executive management and stakeholders.
  • Keeps abreast of legislation and trends in performance and audit areas and integrates into procedures.
