Job summary

ODNI in McLean, VA seeks a GS-15 level Chief Financial Officer to lead IC-wide budgeting, financial management, and audit oversight. You will coordinate with OMB, Congress, and IC components to ensure sound fiscal policy and compliant execution.

The role demands expert-level knowledge of budgeting, accounting, and financial controls, plus strong leadership, communication, and strategic advisory skills to support ODNI priorities.

Qualifications

• Expert knowledge of financial administration, budgeting, accounting, or auditing.
• Ability to analyze budget/financial data to forecast trends and assess financial conditions.
• Ability to provide expert advice to ODNI leadership on complex requirements.
• Strong networking with management levels internal and external to ODNI.
• Excellent oral and written communication skills.
• Bachelor's Degree or 12 years equivalent work experience.

Responsibilities

• Oversee budget execution and allocation of funds across ODNI programs.
• Supervise staff analyzing financial data to forecast trends and identify issues.
• Advise ODNI leadership on execution policies and realignments of staffing or funds.
• Coordinate fund apportionment and budget actions ensuring policy consistency.
• Develop and implement financial management policies and controls.
• Interface with ODNI, OMB, and Congress on financial matters.
