Description

The HCBS Program Director is expected to lead by example, consistently demonstrating professionalism, integrity, sound judgment, and accountability. This individual serves as a steward of the organization's mission by ensuring services are delivered safely, ethically, efficiently, and in a manner that supports the health, independence, dignity, and quality of life of each child and adult with developmental disabilities served.

POSITION EXPECTATIONS
JOB SUMMARY

The HCBS Program Director provides strategic leadership and operational oversight for the Home and Community-Based Services (HCBS) program. This position is ultimately responsible for ensuring the program operates with the highest level of integrity, regulatory compliance, quality, customer service, and fiscal responsibility. The HCBS Program Director supervises HCBS Assistants and Coordinators while fostering a culture of accountability, professionalism, and person-centered services.

The Program Director ensures services are delivered in accordance with Arizona Division of Developmental Disabilities (DDD), AHCCCS, company policies, and all applicable federal and state regulations.

ESSENTIAL FUNCTIONS
Program Leadership
  • Provide overall leadership and direction for the HCBS program.
  • Ensure the program consistently operates in compliance with DDD, AHCCCS, and company standards by staying informed of and implementing new policies and procedures.
  • Promote a culture of integrity, accountability, quality, and continuous improvement.
  • Monitor program performance and implement corrective actions when needed.
  • Develop and maintain effective operational systems and workflows.
  • Evaluate program metrics and identify opportunities for improvement.
Staff Supervision
  • Directly supervise HCBS Assistants and Coordinators and indirectly support the Direct Care Workers (DCWs) providing the services to individuals with developmental disabilities.
  • Directly recruit, train, coach, mentor, and evaluate employees.
  • Conduct regular supervision meetings and performance evaluations.
  • Hold staff accountable for accuracy, timeliness, customer service, and compliance.
  • Address performance concerns through coaching and corrective action as appropriate.
  • Foster a collaborative, professional, and positive work environment.
Regulatory Compliance
  • Ensure all services comply with Arizona DDD policies.
  • Ensure all services comply with AHCCCS requirements.
  • Ensure all services comply with Company policies and procedures.
  • Monitor documentation for quality, completeness, and compliance.
  • Oversee internal audits and quality assurance activities.
  • Respond to compliance concerns and implement corrective action plans.
  • Prepare for and participate in internal and external audits.
Operational Oversight
  • Oversee daily operations of the HCBS department.
  • Ensure timely authorization management and service coordination.
  • Ensure accurate billing claims and payroll data is captured using the Electronic Visit Verification (EVV) and case management system (Vtrack).
  • Collaborate with other departments to ensure seamless member services.
Customer Service & Relationship Management
  • Model exceptional customer service.
  • Support staff in resolving complex or sensitive concerns involving members, families, guardians, service providers, and support coordinators.
  • Build positive relationships with DDD representatives and community partners.
  • Address complaints professionally while maintaining regulatory compliance and company standards.
Quality Assurance
  • Monitor trends affecting service quality or compliance.
  • Recommend and implement process improvements.
  • Ensure accurate recordkeeping and documentation practices.
  • Provide training to small and large groups.
Financial Stewardship
  • Monitor program productivity and operational efficiency.
  • Assist with budget management and resource allocation.
  • Identify opportunities to improve efficiency while maintaining quality services.
Other Responsibilities
  • Participate in leadership meetings and organizational planning.
  • Assist in developing departmental policies and procedures.
  • Lead special projects as assigned.
  • Perform other duties consistent with the position.

MINIMUM QUALIFICATIONS
  • Bachelor's degree in Human Services, Social Work, Business Administration, Healthcare Administration, or a related field preferred.
  • Minimum of five years of progressively responsible experience in HCBS, developmental disabilities, healthcare, or human services.
  • Minimum of three years of supervisory or management experience.
  • Working knowledge of Arizona DDD and AHCCCS regulations.
  • Strong understanding of person-centered practices and HCBS service delivery.
  • Demonstrated ability to lead teams and manage multiple priorities.
  • Possess a valid Arizona Driver’s License, a clean driving record and a reliable means of transportation with current insurance and registration
  • Bilingual in both English and Spanish required
  • Must be 21 years of age or older
  • Must have flexible work schedule to accommodate scheduling of home visits
  • Must successfully qualify for and/or complete: Arizona Level One Fingerprint Clearance, Article Nine Training, Certification in Adult/Child/Infant CPR, and First Aid
  • Must have the ability to address more than one project at a time while prioritizing the demands and issues in a busy operating environment

PHYSICAL REQUIREMENTS
  • Ability to sit, stand, walk, bend, and lift up to 25 pounds occasionally.
  • Ability to travel to office locations, member homes, provider sites, and meetings as needed.
  • Ability to operate standard office equipment.
