Job summary

SLSCO LTD in Guam seeks an experienced Project Engineer to support NAVFAC Design-Build efforts. The role integrates design, contract administration, and construction support to ensure execution in line with contract documents, UFCs, and NAVFAC policies.

The PE reports to the Project Manager, interacts with the Project Superintendent, QC Manager, and SSHO, and may serve as Deputy Project Manager to sustain operations. Requires 5–10 years of relevant experience.

Qualifications

• Bachelor’s degree in Engineering, Architecture, Construction Management, or related field.
• 5–10 years of experience supporting Design-Build and Design-Bid-Build on heavy civil and vertical projects.
• Experience supporting NAVFAC, USACE, or other DoD construction projects preferred.
• Demonstrated experience in contract administration, submittals, RFIs, and design coordination.
• Familiarity with UFGS, UFCs, and FAR requirements.
• Proficiency in Microsoft Office, Bluebeam and AutoCAD.
• Strong written and verbal communication skills suitable for Government correspondence.

Responsibilities

• Support the Project Manager in administering the contract in accordance with FAR clauses, UFGS specifications, and NAVFAC requirements.
• Manage the submittal register for a specific scope, including preparation, tracking, review coordination, and status reporting.
• Prepare, process, and track RFIs and formal contract correspondence.
• Maintain accurate contract records, logs, and documentation per NAVFAC standards.
• Support change management activities, including scope, cost, and schedule impacts.
• Serve as primary design coordination contact between Contractor and Designer of Record (DOR).
• Manage design deliverables and submittals in accordance with contract requirements.
• Coordinate Government design reviews and track NAVFAC comments resolution.
• Verify design compliance with UFCs, UFGS, and project criteria.
• Provide constructability input and technical support to Project Manager and Superintendent.
• Coordinate with Project Superintendent to resolve constructability issues and sequencing constraints.
• Support field operations with timely engineering responses and clarifications.
• Maintain awareness of construction progress to align design, schedule, and field execution.
• Assist with project schedule as a central management tool.
